Matt Bagnall

Matt has been with TLC since 2020 and works as a land use planner, responsible for the North York and Midtown areas of the City. He is a Registered Professional Planner in Ontario and a full member of the Canadian Institute of Planners. Prior to joining TLC, Matt worked in private sector planning consultancies for over 10 years, in both Ontario and the United Kingdom, as well as having experience in local municipal policy planning in the UK. Matt has a BSc in Planning and Property Development from Nottingham Trent University, and an MA in Planning Policy and Practice from London South Bank University.
Kevin Bolger
manager of real estate and leasing
Kevin joined TLC in 2019 and is responsible for real estate asset management and leasing. He has over 25 years of experience in real estate including provincial, municipal and educational property acquisitions/dispositions and leasing, as well as experience working with and selling facility condition asset management (FCI) software. Previous to joining TLC Kevin worked at Infrastructure Ontario, City of Mississauga, Brookfield Properties, Oxford Properties, Lehndorff Property Management, Greenwin Property Management, Physical Planning Technologies and VFA. Kevin holds a Bachelor of Commerce (Honours) degree and is an active member of the Real Estate Institute of Canada (REIC) having obtained the Certified Property Management and Fellow of the Real Estate Institute executive real estate designations.

Yvonne Choi
Acting Director of Planning
Yvonne joined TLC in 2019 as the Manager of the Land Use Planning team, providing expertise on land use planning matters that impact TDSB assets and interests. She is a Registered Professional Planner in Ontario, a full member of the Canadian Institute of Planners, and a certified Project Management Professional.
Prior to joining TLC, Yvonne worked in the private sector as a land use planner with a planning and development law firm. Yvonne brings public sector experience, having worked in different Ministries of the Ontario Public Sector and also with a District government in Ghana, West Africa.
Yvonne has an undergraduate degree from the University of Toronto with a joint Economics & Geography specialist and Commerce major, and a Masters degree in Planning from Queen’s University.

Simon Hewett
Sr. Leasing Officer
Simon joined TLC in January 2023 and is responsible for managing the inventory of available space for lease at TDSB operating and non-operating schools, shared use and other real estate agreements and property/tenant issues on behalf of TDSB.
Simon has over 20 years of real estate experience from including working at MPAC (Municipal Property Assessment Corporation) in various valuation roles and more recently at the City of Toronto where he worked as a Business Services Officer in Parks, Forestry & Recreation, then advancing to Supervisor of property tax and assessment in Corporate Real Estate, before returning to the Parks, Forestry & Recreation team as Senior Project Manager.
Simon is a graduate of Seneca College with a Diploma in Real Property Administration and a Certificate in Mass Appraisal from the University of British Columbia. Simon holds the designation A.I.M.A with the Association of Municipal Assessors.
George Kralidis
Head of People & Culture
George Kralidis is TLC’s Head of People & Culture who is responsible for developing and driving forward People and Culture goals and strategies to support the achievement of business objectives and enhance the overall employee experience and contribute to a high-performance culture.
George joined TLC in January 2021 and has a wealth of over 20 years Human Resources leadership experience in the for-profit and non-profit sectors. He’s a Human Resources Generalist who has made a positive difference to the business results and employees of the organizations where he worked some of which included, Futurpreneur Canada, Canadian Cancer Society, ivari/Wilton Re/Texas Life, Transamerica and the Canadian Automobile Association. He holds a Bachelor’s degree in business, and is a Certified Human Resources Leader (CHRL) and Certified Compensation Professional (CCP).
Tina Kraljevic
People and Corporate Specialist
Tina joined TLC in 2011 as an Administrative Assistant and has subsequently advanced to the role of People and Corporate Specialist. She is responsible for administrative leadership in the People and Culture and Corporate and Business Services areas. She provides knowledge, support in a broad range of end-to-end HR and corporate operational matters and assists with coordinating and administering efficient and effective operational HR activities across the organization.
Tina has an undergraduate degree in Political Science and Women’s Studies from McMaster University as well as a certificate in Public Administration from Humber College and is currently pursuing her Certified Human Resources Professional designation at the University of Toronto.

Paul Nichols
Senior Land Use Planner
Paul joined TLC in 2020 as the Land Use Planner responsible for Scarborough and portions of Toronto’s downtown core. He is a Registered Professional Planner in Ontario and a full member of the Canadian Institute of Planners. Prior to joining TLC, Paul was an Educational Planner Officer for the Toronto District School Board and has previously served as a Project Manager in a small Hamilton-based consulting firm and as a Senior Advisor to a federal Member of Parliament. Paul has a Bachelor of Science in Geography & Planning from Cardiff University and a Master of Applied Science in Environment Science & Management from Ryerson University.
Linda Pietrangelo
Head of Corporate Accountability and Governance
Linda brings a strong background in business planning and public administration and over 10 years’ experience working in non-profit and related public sector organizations. She is responsible for providing strategic and operational guidance and support to the organization, leading TLC’s corporate governance, policy & compliance functions. She is Corporate Secretary to the TLC Board and is the key liaison between the Board Chairperson, CEO, TLC management and TDSB.
Linda holds an Honours Bachelor of Arts degree from the University of Toronto, a post graduate certificate in Public Administration, a certificate in Business Management (in progress) and is a member of the Governance Professionals of Canada.
Tyler Raponi
Acting Head of Corporate Accountability & Governance
Tyler is the acting Corporate Secretary for the Toronto Lands Corporation, with over six years of experience in public administration and governance. Prior to joining the TLC, Tyler worked with the Governance and Board Services department at the TDSB, providing procedural support and guidance on Committee and Board governance for senior staff and the Board of Trustees.
Tyler has an undergraduate degree from the University of Toronto in English, Political Science and Gender, and a master’s degree in Public Administration from the University of Western Ontario with a research focus in municipal climate policy and community engagement.
Amar Singh
Senior land use planner
Amar joined TLC in 2019 as a Senior Land Use Planner. He is a Registered Professional Planner in Ontario and a full member of the Canadian Institute of Planners. Prior to joining TLC, Amar worked for the Peel District School Board as a development planner, bringing that expertise with him to TLC. Amar also brings private sector experience, previously working in a planning consulting firm. He has an undergraduate degree in Urban and Regional Planning from Ryerson University.
Ernesto Soliman
Policy Advisor, Corporate Accountability and Governance
Ernesto joined TLC in 2021 and is responsible for conducting and coordinating research, analysis, and policy development services for the TLC, as well as supporting the TLC interests in various corporate, shareholder and inter-governmental initiatives. He has a diverse career of over 18 years in policy development, program development and evaluation, and project management working at Alberta Municipal Affairs, Employment and Social Development Canada and Western Economic Diversification Canada. Ernesto is a graduate of Colegio de San Juan de Letran in Manila, Philippines and University of Alberta’s Management Development program.
Rob Thompson
Head of Corporate Communications
Rob joined TLC in 2018 and is responsible for developing and managing communications, messaging, stakeholder engagement, media and community relations initiatives. He has over 25 years of communications leadership experience in the corporate, political and non-profit sectors having worked over the course of his career in senior positions at SunLife Financial, Canada Mortgage & Housing Corporation, Ontario Ministry of Health, CAS of Toronto, University Health Network and on staff as the communications advisor to a provincial cabinet minister.
Rob is a graduate of Trent University, Humber College and York University’s Leadership and Management training program.
Wilbur Wong
manager, asset management and leasing
Wilbur joined TLC in 2020 and is responsible for asset management and leasing of available space at TDSB operating and non-operating schools. He has over 15 years of real estate experience from a career that has had him work at various Canadian REITs where he underwrote retail, multi-residential, office, industrial, and hotel properties. His experience is complimented by portfolio and transaction management. Wilbur is a graduate of the University of Toronto with a Bachelor of Commerce.
Gabriel Zaharia
Data and Systems Analyst
Gabriel joined TLC in 2020 and is responsible for developing, assessing, and presenting planning, real estate, and demographic metrics to be used to evaluate impact of TLC’s strategic initiatives. The role incorporates a combination of financial analysis, strategic analysis, data modeling, systems/technical knowledge, and creative thinking. He also lends his expertise to the corporate communications function providing website management services and turning data into visuals for stakeholder and public initiatives. Gabriel has over 20 years of experience managing data from various sectors, creating business intelligence, and producing data driven insights. He is a graduate of Seneca at York University’s Computer Programming and Analysis program and Johns Hopkins University’s Data Science certificate program.
