Matt Bagnall
Senior Land Use Planner
Matt has been with TLC since 2020 and works as a land use planner, responsible for the North York and Midtown areas of the City. Prior to joining TLC, Matt worked in private sector planning consultancies for over 10 years, in both Ontario and the United Kingdom, as well as having experience in local municipal policy planning in the UK. Matt has a Bachelor of Science in Planning and Property Development from Nottingham Trent University, and a Master of Planning Policy and Practice from London South Bank University. He is a Registered Professional Planner in Ontario and a full member of the Canadian Institute of Planners. Matt is also a founding member of the Toronto Trickies, a Nottingham Forest Football Club supporters’ branch, and coaches children’s T-Ball.

Liv Bautista
General Counsel
Liv brings extensive legal experience to her role as General Counsel at TLC, especially in areas of real property law, land use planning, and project delivery. Before joining our team in 2025, Liv worked in Infrastructure Ontario, Waterfront Toronto, and most recently serving as Director of Legal Services at CreateTO. Prior to her public sector career, Liv honed her expertise at two prominent Bay Street law firms, where she was involved in a variety of real property transactions, including the acquisition, sale, and financing of retail, commercial, and industrial properties and in large infrastructure projects in connection with securing the land requirements and procurement matters. Liv holds an Honours Bachelor of Arts in Philosophy and History (with High Distinction) from the University of Toronto and Juris Doctor from Dalhousie University. She was admitted to the Bar of Ontario in 2008 and is a Certified Information Privacy Professional.

Barbara Carou
Director, Development & Strategic Partnerships
Since 2023, Barbara’s work at TLC has advanced strategies supporting the modernization of TDSB lands, developing business plans, feasibility studies and site analysis while fostering collaborative partnerships with the private and public sector. Prior to joining TLC, Barbara was the Director of Client Relationship Management at CreateTO following several years work in various roles in the City of Toronto’s Parks, Forestry and Recreation, City Planning and Real Estate Divisions. She holds an Honours Bachelor of Science in Environmental Science from the University of Toronto, a Master of Planning from Queen’s University and is a member of the Ontario Professional Planning Institute and the Urban Land Institute.

Ming Cheng
Senior Leasing Officer
Ming joined the TLC team in 2023 and now works with all leasing agreements in operating schools. Most recently, Ming worked as an intern at CreateTO and held a variety of leasing roles for real estate firms in Toronto and Hong Kong, including Realstar Management, Krugarand Corporation, and Henderson Development Agency. He holds a Bachelor of Social Sciences in Environmental Policy from City University of Hong Kong and Master of Housing Management from the University of Hong Kong, in addition to a diploma in Real Property Administration and certificate in Real Property Assessment.

Yvonne Choi
Director, Planning
Yvonne joined TLC in 2019 as the Manager of the Land Use Planning team, providing expertise on land use planning matters that impact TDSB assets and interests. She is a Registered Professional Planner in Ontario, a full member of the Canadian Institute of Planners, and a certified Project Management Professional.
Prior to joining TLC, Yvonne worked in the private sector as a land use planner with a planning and development law firm. Yvonne brings public sector experience, having worked in different Ministries of the Ontario Public Sector and also with a District government in Ghana, West Africa.
Yvonne has an undergraduate degree from the University of Toronto with a joint Economics & Geography specialist and Commerce major, and a Masters degree in Planning from Queen’s University.

Clio Geraghty
Development Specialist
With a passion for sustainable community development, Clio joined TLC in 2025 to support our Development & Strategic Partnerships team and the advancement of our Modernization Strategy. She brings several years’ experience working as a development manager for housing firms in Australia including BHC (a not-for-profit), GreenFort Capital and Stockwell. Clio holds a Bachelor of Science and a Bachelor of Business in Real Estate and Development from the University of Queensland.

Ryan Glenn
Chief Executive Officer
After joining TLC in 2022, Ryan was named CEO in June 2024. Ryan was previously Vice President, Client and Stakeholder Relations with CreateTO, where he was responsible for identifying real estate opportunities for all Divisions, Agencies, and Corporations of the City of Toronto. He has also worked with several other City divisions, including Parks, Forestry and Recreation, Revenue Services, and Real Estate Services, gathering extensive experience that is now applied to the benefit of TDSB students, staff, and their communities. Ryan has worked tirelessly to align TLC’s mission with the goals of its shareholder, the Toronto District School Board. Ryan holds a diploma in Business Marketing from Centennial College, Paralegal Designation from the Law Society of Upper Canada and is a member of the Institute of Municipal Assessors (A.I.M.A.).

Simon Hewett
Manager, Asset Management & Leasing
Simon joined TLC in January 2023 and brings over 20 years of real estate experience to the team. He oversees the inventory of available space for lease at both operating and non-operating TDSB schools, manages shared use agreements, and handles property and tenant-related matters. Before joining TLC, Simon worked with MPAC in various valuation roles and later the City of Toronto, where he worked as Business Services Officer and Senior Project Manager in Parks, Forestry & Recreation, as well as Supervisor of Property Tax and Assessment in Corporate Real Estate. He holds a diploma in Real Property Administration from Seneca College, a certificate in Mass Appraisal from the University of British Columbia, and the A.I.M.A designation with the Association of Municipal Assessors.

Jeremy Kloet
Manager, Development
Jeremy joined the TLC team in 2024 to explore new development opportunities within the TDSB real estate portfolio and to explore innovative partnerships with the public and private sectors. Most recently, he worked as Manager and Interim Director of the City of Toronto’s Concept 2 Keys Program, following work in the City Planning and Transportation Services divisions, earning the City Manager’s Award for his work in 2015. Jeremy holds a Master of Planning in Urban Development from Toronto Metropolitan (formerly Ryerson) University, a Bachelor of Arts in Urban Planning from Concordia University in Montreal and a diploma in Applied Urban and Rural Planning from Langara College in Vancouver. His is a candidate member of both the Canadian Institute of Planners and the Ontario Professional Planners Institute.

Jennifer Kowalski
Manager, Real Estate
Jennifer’s involvement at TLC includes all major real estate transactions including sales and expropriations. She joined the TLC team in 2024 with extensive experience in developing and implementing city building projects, most recently as Manager of Real Estate Services in the City of Toronto’s Corporate Real Estate Management division. Jennifer also has experience with CreateTO, in various roles with the City’s Parks, Forestry & Recreation division and as a lecturer at Toronto Metropolitan University’s School of Urban and Regional Planning. She holds a Bachelor of Urban and Regional Planning degree from Toronto Metropolitan (formerly Ryerson) University and Master of Urban Regeneration from University College London.

George Kralidis
Head of People & Culture
As Head of People & Culture, George is responsible for developing and implementing strategies to achieve business objectives through the development of our work force and enhance TLC’s overall employee experience. George joined TLC in January 2021 with over 20 years of Human Resources leadership experience in the for-profit and non-profit sectors. Organizations, where he has made a positive difference include Futurpreneur Canada, the Canadian Cancer Society, ivari/Wilton Re/Texas Life, Transamerica and the Canadian Automobile Association. He holds a Bachelor of Arts in Business from York University and is a Certified Human Resources Leader (CHRL) and Certified Compensation Professional (CCP).

Claire LaMarre
Junior Land Use Planner
Claire focuses on the inner downtown core and Waterfront area in the City of Toronto, monitoring City committee and council agendas, reviewing development applications, and preparing community services and facilities reports. She joined the TLC team as a Junior Planner in 2024, following a year of working in the private sector with MHBC Planning. She holds a Bachelor of Environmental Studies degree in Planning from the University of Waterloo, is accredited by the Canadian Planning Profession and is working towards status as a Registered Professional Planner.

Patrick McCabe
senior Real Estate Officer
Since 2023, Patrick has been working at TLC on leasing agreements, shared use agreements with the City of Toronto, and community access agreements for TDSB properties. Patrick brings over 30 years experience in real estate valuation, analysis, and management in a variety of roles with the City of Toronto in Parks, Forestry and Recreation, Real Estate Services, and Revenue Services divisions; and as a Property Assessor with MPAC. He is a graduate of Loyalist College with a diploma in Assessment, Appraisal and Real Estate Management.

Paul Nichols
Senior Land Use Planner
Paul joined TLC in 2020 as the Land Use Planner responsible for Scarborough and portions of Toronto’s downtown core. Before joining TLC, Paul was an Educational Planner Officer for the Toronto District School Board and previously served as a Project Manager in a private Hamilton-based consulting firm and as an advisor to a federal Member of Parliament. Paul has a Bachelor of Science in Geography & Planning from Cardiff University and a Master of Applied Science in Environment Science and Management from Toronto Metropolitan (formerly Ryerson) University. He is a Registered Professional Planner in Ontario and a full member of the Canadian Institute of Planners.

Markus O’Brien Fehr
Manager, Communications & External Relations
Markus joined the TLC team in 2023 to oversee corporate communications and help manage relationships with elected officials and other external stakeholders. Markus has worked in various roles in community politics for over 17 years, including 11 years as Chief of Staff to a Toronto City Councillor. He also spent 15 years as Assistant Director of a summer recreation facility at Camp Manitou. Markus holds a Bachelor of Arts in History from McMaster University and was a recipient of both a Canada 150 Commemorative Medal and Queen’s Platinum Jubilee Medal for community building.

Allison Oki
Junior Land Use Planner
Allison started at TLC as a planning student in 2021 analysing official plan policies, zoning by-laws and municipal planning studies, and potential impacts on TDSB sites from proposed developments. After graduating, she officially joined the team full-time in 2024. Previously, she has experience working in research at the University of Toronto (UofT), at the municipal level with the City of Markham, and at the provincial level with the Ministry of Economic Development. She holds an Honours Bachelor of Arts majoring in City Studies from UofT Scarborough, and a Master of Science in Planning from UofT. She is currently embarking on the journey to become a Registered Professional Planner.

Makela Peak
Leasing Officer
Makela specializes in TLC’s childcare portfolio and community leasing partnerships. Makela’s experiences were eagerly welcomed by TLC in 2024 with nearly a decade of experience as a primary school teacher, later transitioning into real estate and leasing, working as an Associate at Colliers International with a focus on commercial office leasing. She holds her Real Estate License with RECO and TRREB and a Bachelor of Education from Niagara University.

Linda Pietrangelo
Head of Corporate Accountability & Governance
Linda brings a strong background in business planning and public administration and over 10 years’ experience working in non-profit and related public sector organizations. She is responsible for providing strategic and operational guidance and support to the organization, leading TLC’s corporate governance, policy & compliance functions. She is Corporate Secretary to the TLC Board and is the key liaison between the Board Chairperson, CEO, TLC management and TDSB.
Linda holds an Honours Bachelor of Arts degree from the University of Toronto, a post graduate certificate in Public Administration, a certificate in Business Management (in progress) and is a member of the Governance Professionals of Canada.
Tamara Rambaran
Executive Assistant
Tamara provides administrative support to TLC’s CEO and our general office operations. With over 25 years of experience in various administrative and executive assistant roles for organizations, including CreateTO, Metrolinx, and the Law Society of Upper Canada, Tamara joined the TLC team in 2024. With exceptional interpersonal, communication, and organizational skills, she has worked with leadership teams to achieve results in both the public and private sectors. Tamara holds a Marketing Communications Option Certificate from the British Columbia Institute of Technology and has volunteer experience with the Multiculturalism Board of Alberta.

Amar Singh
Senior land use planner
Amar has been a senior member of TLC’s planning team since 2019, responsible for Etobicoke and portions of Toronto’s downtown core. He is a Registered Professional Planner in Ontario and a full member of the Canadian Institute of Planners. Prior to joining TLC, Amar worked for the Peel District School Board as a development planner. Amar also brings private sector experience, having previously worked in a planning consulting firm. He has an undergraduate degree in Urban and Regional Planning from Toronto Metropolitan (formerly Ryerson) University.

Wilbur Wong
Director, Real Estate & leasing
Wilbur joined TLC in 2020 and is responsible for asset management and leasing of available space at TDSB operating and non-operating schools. He has over 15 years of real estate experience from a career that has had him work at various Canadian REITs where he underwrote retail, multi-residential, office, industrial, and hotel properties. His experience is complimented by portfolio and transaction management. Wilbur is a graduate of the University of Toronto with a Bachelor of Commerce.

Gabriel Zaharia
Data and Systems Analyst
As TLC’s Data & Systems Analyst, Gabriel is responsible for developing, assessing, and presenting planning, real estate, and demographic metrics to be used to evaluate the impact of TLC’s strategic initiatives. Gabriel joined TLC in 2020 with over 20 years of experience managing data in various sectors, creating business intelligence, and producing data-driven insights. He is a graduate of Seneca at York University’s Computer Programming and Analysis program and Johns Hopkins University’s Data Science certificate program, also holding LEAD certification from York University.
