TLC’s Annual Plan for 2025-26 Approved

The Toronto District School Board (TDSB) has approved TLC’s Annual Plan for 2025-26. The Plan outlines our next steps towards establishing “Foundational Schools,” where educational spaces are integrated with community services and housing, aiming to make school properties central to vibrant communities.

This year’s plan comes amid significant challenges for TDSB, including funding shortfalls, aging infrastructure, and a volatile real estate market. As the TDSB’s real estate services provider, TLC is focused on modernizing educational facilities, optimizing land use, and fostering community partnerships.

Over the coming year, TLC plans to lead urban school design, expand its network of collaborators, and prepare key sites for development as housing market conditions improve. Land use planning efforts will support the establishment of new schools in high-growth areas, while real estate and leasing strategies will shift toward more sustainable models.
