In 2021 the owners of the subject lands submitted an Official Plan Amendment application to the City of Toronto to add new policies to the City’s Official Plan for the subject site.

The resulting Site and Area Specific Policy (SASP) would permit future mixed-use development, new public streets and parkland. In March 2023, the developer filed appeals to the Ontario Land Tribunal (OLT) on the lack of decision by City Council on the official plan amendment application.

The proposed development is located in the Scarborough Centre Secondary Plan Area, which is anticipated to be experience significant residential and non- residential growth over the next two decades. The TDSB has identified a need for elementary school capacity within the Secondary Plan area to accommodate future student population. TLC has party status, as it has an interest in ensuring that the proposed development does not preclude the TDSB’s ability to provide sufficient elementary school accommodation to serve anticipated growth in the Scarborough Centre area.
