In 2005, Toronto City Council approved the Scarborough Centre Secondary Plan.

Through the 4-phase ‘Our Scarborough Centre’ (Scarborough Centre Review) Planning Study, the City will look at an updated vision and planning framework for Scarborough Centre, as well as a number of new plans strategies, including:

  • Conceptual Master Plan and Urban Design Guidelines
  • Public Realm Strategy
  • Built Form and Density Strategies
  • Scarborough Centre Massing (3D) Model
  • Parks and Open Space Strategy
  • Connections/Linkages Strategy
  • Community Infrastructure Strategy
  • Employment Strategy
  • Scarborough Centre Transportation Master Plan Refinements
  • Servicing Strategy

The ‘Our Scarborough Centre’ study area is divided into four precincts: Brimley, Town Centre Commercial, The Civic, and McCowan. The TDSB and the City of Toronto jointly own a site at 705 Progress Avenue, in the McCowan Precinct. The site is expected to be the location of a new TDSB elementary school, which will serve location students and family moving into the Scarborough Centre area (school boundaries have not yet been determines and are subject to TDSB policies and procedures), as well as a City park.
