A zoning by-law amendment and draft plan of subdivision application were submitted in June 2021 for a proposed mixed-use development including 9 towers and 4,086 residential units. In January 2022 the developer filed an appeal to the Ontario Land Tribunal (OLT) on the lack of decision by City Council on the applications.

TLC identified concerns with accommodation pressures at existing elementary schools as well as the lack of an elementary school in the local area. As a party to the OLT case, TLC were involved in formal mediation with the developer and City. TLC has resolved its issues and were able to secure new elementary school space within Phase 2 of the development. The City endorsed a Settlement with the developer in June 2023 for a mixed-use development of 8 towers, an elementary school and 3,914 residential units. An OLT decision approving the applications was issued in July 2023.
