12-20 Cordova (Adjacent to Islington JMS)
The LPAT approved official plan and zoning by-law amendment applications for a 24-storey residential building, located on the north side of Islington Junior Middle School (44 Cordova Avenue). In 2019, City Council refused the developer’s applications, which was subsequently appealed to the LPAT by the developer. TLC obtained party status to the LPAT hearing and reached a settlement with the developer to address impacts from the development proposal, prior to the hearing.
TLC’s concerns included built form (height, setback) impacts on the school site, the interface between the proposed development and school site, transportation impacts (road safety, visitor’s parking), demolition/construction, and the cumulative impact of development applications in the area with respect to school capacity.
TLC collaborated with the developer to address these concerns, and a revised proposal was submitted and approved by the LPAT. The following improvements were achieved:
- Increased setbacks of the proposed building and its balconies from the shared property line
- Best efforts to secure a signalized traffic intersection or alternative solution to improve pedestrian safety
- Enhanced interface between the school site and development site, through open space and an improved fence on the shared property line
- TDSB involvement in preparation of the Construction Management Plan
- Warning to new residents of potential school accommodation concerns through signage and warning clauses.
On June 15, 2022, City Council approved the installation of a signalized traffic intersection at Cordova Avenue and Central Park Roadway.
