Proposed Development at 717 Mount Pleasant (near Eglinton Jr PS)
A zoning by-law amendment application was submitted to permit a 27-storey mixed-use building containing 264 residential units. In 2020, the developer filed appeals to the Local Planning Appeal Tribunal, now Ontario Land Tribunal (OLT) on the lack of decision by City Council on the zoning by-law amendment application.
TLC identified concerns including incremental shadowing on the Eglinton Junior Public School site. Furthermore, the proposed development is located in the Midtown Area, a community experiencing residential intensification and population growth that is presenting significant pupil accommodation challenges at all local elementary schools.
As a party to the OLT case, TLC were involved in formal mediation with the developer and City. TLC has executed minutes of settlement with the developer to secure a reduction in building height and development occupancy timing in order to reduce shadow impacts and student accommodation pressures, respectively.
