Municipal Planning Policy Review
TLC’s Land Use Planning team takes an active role in the City’s development of planning policy. These policy documents (which include Secondary Plans, Official Plan Amendments, Site and Area Specific Policies, Community Services and Facility Strategies, and Urban Design Guidelines) regulate, inform and guide how the city grows and intensifies. TLC advocates for municipal planning policy documents to reflect the importance of complete communities, where schools are considered integral and essential components of a healthy neighbourhood. Activities include:
- Participating in City of Toronto planning studies and the preparation of new and updated planning policies through membership in Technical Advisory Committees and Working Groups, attendance at City-led consultation meetings, and direct meetings with City staff.
- Reviewing and providing comments on City of Toronto planning studies and initiatives to ensure these documents reflect and protect TDSB interests in the provision of school accommodation.
- Identifying and securing opportunities for new schools through policy language where required
- Participating in Ontario Land Tribunal (OLT) hearings on behalf of the TDSB through mediation sessions and as an expert witness on land use planning matters

Provincial Planning Policy Review
Land Use Planning in Ontario is governed by provincial legislation and policy (e.g. the Provincial Policy Statement, Place to Grow: Growth Plan for the Greater Golden Horseshoe). Over the past few years, the Provincial government has released a number of legislative and policy changes that affect land use planning throughout the province. TLC Land Use Planning staff have been monitoring and reviewing these changes to identify impacts to TLC and the TDSB.
